Tax on Square Meters: Ukrainians Will Have to Pay for 'Excess' Living Space.


Ukrainians have been informed who will have to pay in 2025 for 'excess' area and how much.
According to information from the 'OBOZ.UA' portal, new property tax rules have come into effect in Ukraine this year. Now, homeowners whose property exceeds set norms must pay an increased tax. The rate has risen from 100.5 hryvnias to 106.5 hryvnias for each 'excess' square meter compared to last year. However, the specific amount may vary in different cities.
According to the new rules, the tax is paid by:
- Owners of apartments larger than 60 sq.m
- Owners of houses larger than 120 sq.m
- If a person owns both an apartment and a house, the tax is calculated based on the total area exceeding 180 sq.m.
The new taxation provides for two types of tax:
- Standard tax: 106.5 UAH for each square meter exceeding the limit (the rate may vary depending on the city)
- Fixed tax: 25,000 UAH per year for owners:
of apartments larger than 200 sq.m
of houses larger than 600 sq.m
It is important to note that all collected taxes are directed to the budget of the city where the property is located. Thus, if an apartment is located in Lviv, the tax goes to the Lviv budget, and if a house is located in Zaporizhzhia, the tax goes to the Zaporizhzhia budget.
Local councils also have the right to review the amount of tax and the property taxation norms.
With exceptions to the relevant norms:
- Apartments up to 60 m²
- Houses up to 120 m²
For areas exceeding these norms, in 2025 (for 2024) the tax will amount to a maximum of 106.5 UAH for each additional square meter. This amount is calculated as 1.5% of the minimum wage, which was 7,100 UAH as of January 1, 2024.
An important point regarding joint ownership: if the property belongs to several owners, the non-taxable norm is multiplied by the number of owners. For example, if a 150 sq.m apartment is owned equally by three people, the tax is not paid since the exemption for three people is 180 sq.m (60 sq.m × 3 people).
