According to the data as of April 2025, the average pension in Ukraine is 6,341 hryvnias, which is 10% more after indexing. However, experts warn about the difficult situation with pension provision in the country.

The most vulnerable group remains pensioners who receive a minimum pension of 2,800 hryvnias. This amount forces elderly people to make a difficult choice between basic life needs.

396,000 pensioners, which is approximately 3.9%, receive less than 3,000 hryvnias in minimum pension. At the same Time, about 3 million Ukrainians (29% of pensioners) have payments at the level of the average pension, which is 6,860 hryvnias.

The situation with pension provision

An analysis of pensioners' expenses in Ukraine shows a critical picture of fund distribution. Utilities take away from 2,000 to 3,000 hryvnias each month, which is practically the entire amount of the minimum pension or half of the average payment.

Meanwhile, minimum pension recipients can hardly satisfy even basic needs, while owners of average pensions are left without money after paying for the most necessary expenses.

Therefore, the presented data shows a complex situation with pension provision in Ukraine. Despite some increase in the average pension, a significant number of pensioners are forced to live on the brink of poverty, trying to survive on very modest payments. The social protection system requires urgent measures to improve the lives of elderly people in the country.

The provided pension statistics in Ukraine show that although the average pension in the country has increased after indexing, many pensioners still find themselves in a difficult financial situation. Especially vulnerable is the group of people who receive a minimum pension, for whom it is hard to provide even basic needs due to high utility payments. This requires urgent actions from the government to improve the living conditions of these people.
