The European Union is moving towards the implementation of digital driving licenses. A preliminary political agreement was reached at the meeting of the EU Council and the European Parliament regarding the update of the directive that provides for the use of mobile driving licenses. This was reported by the Council of the European Union on March 25.

According to the agreements, a unified mobile driving license that will be recognized by all European Union countries is to be introduced in the EU countries by 2030. The amended Driving Licenses Directive also provides for the establishment of unified standards for medical examinations of drivers and the completion of driving license tests in all member states.

A new category of accompanied driving (C) was also proposed, aimed at ensuring safety for young drivers.

The review of the Driving Licenses Directive is part of the Road Safety Package presented by the European Commission in 2023. The package also includes measures to improve information exchange between member states regarding traffic offenses related to road safety, in order to reduce the number of accidents.

The updated Directive is to be approved in the EU Council and the European Parliament, after which it will be officially confirmed by both institutions.
