Conflict between military recruits and civilian men in Kharkiv
A conflict occurred in Kharkiv between personnel of the TCC (Territorial Center for Recruitment) and civilian men, during which traumatic weapons were used. According to the police, the conflict was captured on video that was disseminated on Telegram channels. This was reported by 'Glavkom' referring to the police and the TCC.
According to TCC representatives, the conflict arose when servicemen checked the documents of two civilian men. One of them allegedly struck a soldier in the face with a knuckle duster. In response, the military from the TCC fired several shots into the ground from his traumatic weapon.
The leadership of the Kharkiv Regional TCC acknowledged the violation, the inappropriate behavior of their subordinate, and initiated a service investigation. The police also confirmed that the civilians exhibited aggression and deliberately resisted the military, and one of them struck a blow with a knuckle duster to a TCC representative.
Investigators have initiated a pre-trial investigation under the article 'hooliganism' of the Criminal Code of Ukraine.
Draft law on the responsibility of TCC officials
Additionally, the Verkhovna Rada supported in the first reading draft law No. 12442, which provides for the introduction of responsibility for officials of territorial recruitment centers and military medical commissions for violations of the medical examination procedure.
Moreover, the changes concern electronic referrals to military medical commissions, which have become available to all military conscripts and now contain the date of arrival for medical examination. In addition, by November 2025, anonymous review of cases by military medical commissions will be implemented in Ukraine.
Nine thousand six hundred fifty-eight enforcement proceedings have already been opened this year for violations of military registration rules, which is almost at the level of indicators for the entire 2023 (10,541 proceedings).
Furthermore, it is worth noting that one can receive a fine for a dispute with the TCC. For example, the Pechersky District Court of Kyiv fined a man 119 UAH for hooliganism during a document check conducted by TCC representatives.
