Penalties in Reserv+, new booking and electronic military medical commission: what will change in military accounting.


The Ministry of Defense is launching large-scale changes in the military accounting system
Starting December 1, 2024, the booking of military services will be carried out exclusively through the 'Diia' app. Also, all electronic documents regarding bookings will have the same legal force as paper ones.
Deputy Minister of Defense for Digitalization Kateryna Chernohorenko announced this during the Ukrainian Outsourcing Summit.
New booking system
Booking through 'Diia' will allow citizens to receive push notifications in the 'Reserv+' app. The receipt of data by the TCC operator will be faster and will not require waiting to be entered in the 'Oberih' register.
'On December 1, we want to open the opportunity to book for absolutely all businesses, regardless of whether this opportunity was previously available,' said Chernohorenko. This relates to enterprises that have received critical status.

Electronic documents
Electronic documents regarding bookings are fully equivalent to paper ones. Patrol and DPSU will check them using a QR code. The requirement of law enforcement agencies for paper documents is a legal violation. In such cases, Chernohorenko advises contacting the ministry's hotline.
Electronic cabinet and violations
The 'Reserv+' app will serve as an electronic cabinet for those liable for military service. TCC operators will indicate the reason for the accounting violations when entering notifications starting in November. This will help users understand the reason for the violation.
Online payment of fines
'Reserv+' plans to add the ability to pay fines for violations of military accounting. If the bill is adopted by the end of the year, the function will be launched in early 2025.

Electronic military medical commission
In 2025, it is planned to implement an electronic military medical commission by integrating the 'Oberih' and ESOZ systems. The procedure will include annual screenings, recording data from the family doctor, entering anthropometric data, and arbitration of the military medical commission. Decisions will be recorded online and signed with a digital signature of military doctors.
