The head of Rheinmetall named the main obstacles faced by the German concern in Ukraine.


According to Armin Papperger's statements, building a factory in Ukraine is currently more difficult than in Germany due to the bureaucratic obstacles present in our country. He cited examples of German factories where obtaining permits takes several weeks, while in Ukraine this process takes longer. Papperger expressed satisfaction with the cooperation with Ukrainian ministries and noted that the creation of companies in Ukraine is progressing slowly. He also mentioned that the process of approving the controlling stake within the concern took several months. The ammunition production plant of the Ukrainian concern will start operating in 2026.
Building a factory in Germany is currently an easier task than in Ukraine. Bureaucratic barriers in Germany have been almost eliminated, while Ukraine has yet to go through this process.
This process is still progressing slower, noted Armin Papperger, but he spoke positively about the cooperation with Ukrainian ministries (in particular, defense and industry).
Creating companies in Ukraine is currently a slow process that was previously impossible.
Armin Papperger also pointed out that the cooperation between Rheinmetall and Ukraine is successful, as the repair plant is already operating, and factories for the production of ammunition and anti-aircraft systems are being built.
Plans for the Future
The ammunition production plant is expected to start operating in 2026, Armin Papperger reported. Contracts for its construction were signed at the end of last year, and production is set to begin in 15-18 months.
It is also known that the German Bundeswehr signed an agreement with Rheinmetall for logistical support of troop relocation. After the attempted assassination by Russian special services on Armin Papperger in June 2024, his security has been strengthened.
