Illegal detentions have become a trend. Lubinets will present a report on violations by the TCC to the Rada.

Ombudsman of the Verkhovna Rada of Ukraine Dmytro Lubinets stated that he is willing to present a report in parliament regarding violations by representatives of the TCC and SP. Lubinets shared this on his Telegram channel in response to a proposal from MP Oleksiy Honcharenko to invite the ombudsman to the Verkhovna Rada.
According to Lubinets, the decision regarding his personal report in the walls of parliament has not been made with a sufficient number of votes, but he is ready 'to arrive personally at any moment and present his detailed analysis.'
Violations of human rights by employees of the TCC and SP have taken on a systemic and mass character. It seems that illegal detentions and beatings by representatives of the TCC and SP have become a new viral trend that cannot be stopped without a strong state reaction,' the ombudsman explained.
In particular, among the 'most high-profile cases', Lubinets mentioned the detentions of conscripts in shopping centers and near the metro using 'brutal physical force.'
It is worth noting that in 2025, there was an increase in the number of appeals and media-reported cases of rights violations during mobilization activities by TCC employees, and this trend continues. This was reported by the Ombudsman of the Verkhovna Rada for Human Rights Dmytro Lubinets.
In total, over these 2.5 months, the Ombudsman's office has received more than 40 individual complaints regarding violations in Kharkiv region: denial of access to lawyers, use of force, weapons, and other special means, refusal to accept documents, and other violations.
Incidentally, there was a conflict in Kharkiv between TCC military personnel and civilians. A TCC employee used traumatic weapons against a man with a knuckle duster. Before that, videos of a conflict between men in military uniforms and men in civilian clothes were circulated on Telegram channels. Comments on the video noted that TCC and SP employees beat a conscript and used weapons against him.
According to the TCC, the conflict arose when TCC and SP military personnel checked the documents of two civilians.
