Accumulation, indexing and limits: what will change for pensioners in 2025.


Ukrainians informed about changes in the pension system
According to the report of independent pension expert Serhiy Korobkin, the average pension in Ukraine is about 6300 hryvnias. However, most pensioners receive less than 5000 hryvnias per month, which is not enough for a decent living.
The government, trying to modernize the pension system, faces economic difficulties that complicate the implementation of planned changes.
The official pension system of Ukraine is defined as three-tiered: solidarity, accumulation, and private pension funds.
Currently, the real situation differs from the intended model and functions only as 'one and a half levels' - a solidarity system plus partial voluntary accumulations.
Prospects for the development of the pension system
Plans to launch an accumulation system in 2026 are accompanied by doubts about their practical implementation, given the economic realities of the country.
Among the proposed measures to improve the situation - a review of pension assignment regulations, including the introduction of a point-based methodology for calculating pension amounts to increase the fairness of the system.
Important innovation: two-component pension structure
It is planned that pensions will consist of accumulated points and a fixed state supplement. This will allow for a more even distribution of pensions, carry out indexing, and also ensure the possibility of receiving a higher pension in the future.
Despite the difficulties in implementing these measures, it is important to use all opportunities to create a decent life in retirement and keep up with the innovations in the pension system.
