ISW assessed the prospects for peace on Putin's terms.

Analysts state that negotiations with Vladimir Putin cannot lead to stable peace. This was stated by ISW. Despite the Kremlin's claims of willingness to negotiate with Western leaders, Putin's demands hinder achieving stability in the situation.
The Kremlin expressed readiness to negotiate with Donald Trump without any conditions, but its position on this remains unchanged. According to Kremlin spokesman Dmitry Peskov, Putin is open to communication with international leaders and does not set any conditions.
But at the same Time, Peskov stated that the Kremlin's position on Ukraine has remained unchanged since 2024, when Putin demanded changes in power in Ukraine and the transfer of territories. Analysts emphasize that 'there are no prospects for a full and stable peace while Putin maintains such demands.'
The readiness of Ukraine and Russia to negotiate a ceasefire has been assessed at the White House.
