Hybrid Threats: Ukraine Begins Strategic Cyber Cooperation with Scandinavian Countries.


Creation of a Cybersecurity Working Group
During the international conference Infosec Kyiv 2025, a roundtable titled 'Cooperation in the field of cybersecurity and protection of critical infrastructure: Northern European countries and Ukraine' was held. Its main outcome was the establishment of the Northern European-Ukrainian working group on cybersecurity and the protection of critical infrastructure.
According to the State Service of Special Communications and Information Protection, the working group will serve as a platform for collaboration and building institutional capacity and implementing innovative projects. The priority areas of activity will include:
- development of decentralized cybersecurity infrastructure;
- building capacities and forming a professional community;
- regulatory and legal harmonization with the European Union;
- protection of critical infrastructure;
- technical cooperation and innovations;
- training and experience exchange;
- attracting donors and project development.
Lyudmila Lemrini, President of the Swedish-Ukrainian Chamber of Commerce, noted that all participants in the working group must work together to address specific problems in joint activities. 'In this work, the collaboration between public institutions and business is extremely important,' added Lyudmila Lemrini.
Support for Mutually Beneficial Cooperation
Chairman of the VRU Committee on Humanitarian and Information Policy, Vice-President of the OSCE Parliamentary Assembly Mykyta Poturaev (PhD) emphasized that the presented projects have a practical nature and hold great potential for building mutually beneficial cooperation between Ukraine and partner countries.
The event was organized by the Swedish-Ukrainian Chamber of Commerce, the Ukrainian company InDevLab, with the participation of representatives from the State Service of Special Communications and Information Protection of Ukraine, business, and the expert community from Ukraine, Sweden, Norway, Denmark, and other countries.
The meeting highlighted the importance of cooperation in the field of cybersecurity and the protection of critical infrastructure for Ukraine and Northern European countries. This initiative will contribute to the stable and secure development of these countries in the digital age.
